Give resellers rate and turnover bonuses

Distributors set from the dashboard what rate of share their resellers receive from the resellers' sales. The rate can be defined for all products or a single product, and for all sales or a specific sale type. The new rate applies to orders created afterward. A monthly turnover bonus can also be added to each rate rule; the bonus is paid from the distributor's share at the end of the month.
